As well as focusing on authorisation, during the transitional phase CCGs will need support in understanding the duties and responsibilities that apply in carrying out public functions and having ultimate responsibility for contracting and procurement, even where you buy in commissioning support services. As policy and legislation from the centre is published, this will need to be incorporated into commissioning plans.
