NEW version of Who Pays? guidance published: effective from 1 September

A new update to the 2013 Who Pays? guidance has been published. A must read for those with commissioning responsibilities. But what of the new “updated” 2020 version: was it worth the wait and what can we glean from a first brief encounter?
