The Construction Playbook

The Construction Playbook Version 1 (sub-heading ‘Government Guidance on sourcing and contracting public works projects and programmes’) was issued in December 2020. It builds on the Outsourcing Playbook, the second version of which was issued in June 2020.

It applies to all new public works projects and programmes undertaken by central government departments and their arms length bodies on a ‘comply or explain’ basis. It also sets out the expectations for the industry, ensuring the Playbook policies down the supply chain. There are 4, what are called cross-cutting priorities. These are:

  • Health safety and wellbeing
  • Building safely
  • Build back greener
  • Social value ( it should be noted that a minimum weighting of 10% will be applied for social value).

The playbook addresses 14 key policies, 8 of which have been adapted from the Outsourcing Playbook and 6 of which are new.

There is also a whole section on modern methods of construction.
