What can I do for you

Rob is a partner in our corporate commercial team who heads up our national primary care and NHS governance work areas. He specialises in complex primary care and NHS governance work, advising both commissioner and provider clients in the public and independent sector.

He’s recognised as one of the leading lawyers in his field and supports clients on a range of matters including the structure and implementation of collaborations, mergers and acquisitions (given his original background as a corporate lawyer), high profile and thorny contract management cases, governance issues, and organisational and structural redesign.

Rob supports his clients in a manner that navigates the myriad of legal, regulatory, and contractual obstacles that are a feature of the health and care system in the UK. He is known for his calm, efficient, and pragmatic approach and the collaborative way in which he works with his clients to help them achieve more.

Supporting your ambitions

Examples of the projects and transactions that Rob has supported include:

1. The creation of one of the largest shared board, leadership and oversight structures between NHS providers in England.

2. The creation and subsequent restructuring of a wholly owned subsidiary for an NHS Foundation Trust delivering on shared services.

3. The dissolution of an NHS Trust and the disaggregation between two Foundation Trusts.

4. The largest primary care acquisition in the UK to create the biggest primary care provider in the jurisdiction.

5. The contractual arrangements and ultimate incorporation of multiple primary care networks.

6. Over 100 mergers and acquisitions between GP primary care providers.

7. The revised Premises Costs Directions 2024 being the directions under which all primary care premises reimbursements are made.

8. The Scottish Premises Code which will see the Scottish Government spend in excess of £850m to acquire and nationalise GP premises over a 30 year period.

9. The contract management of poor performing providers for NHS commissioning organisations.

10. The full range of partnership matters including support with complex partnership agreements, disputes, and incorporations.

What else should you know

What our clients say about us

  • I think Mills & Reeve are a wonderful firm. The support they have provided to us in a really difficult area has been brilliant, collaborative and commercially minded. The team were absolutely wonderful and a joy to work with. Amazing advice and support and a real collaborative effort with us. I can't thank them enough for getting us through some really tough times and doing so with an amazing can-do attitude.
  • They are friendly, fast, always available and always on top of the game. I tend to judge my legal team against the other side's legal team and never doubt Mills & Reeve is the better of the two.
  • All interactions have been very clear. Responses to questions have always been very swift and unambiguous. Our company, and my family, have used various services in Mills & Reeve with the same level of satisfaction.
  • I value the fact that Mills & Reeve are recognised as a good place to work in the UK Best Companies survey. This aligns with the values of our business and means that Mills & Reeve can share what is required to achieve this status with our business.

As many clients will testify, too many lawyers deliver the required legal expertise but fail to deliver an outstanding client experience. Which is why we always listen to our clients and constantly ask ourselves what we can do to deliver the results you expect.

You expect a close and attentive working relationship, with a lawyer that is responsive and available when you need them. You also want clear, pragmatic and commercial advice tailored to your needs, and transparency and certainty on costs. We completely agree. That’s why every day, through our culture and approach we are committed to delivering the exceptional results and service our clients expect of us.
