Borderline products are those items or substances that do not clearly fall into one product category but may instead share characteristics of multiple categories (such as nutraceuticals, combined drug-device products and some types of cell therapy and diagnostic test). These products often require careful regulatory attention to determine how they should be classified and which sets of regulations apply.
