James is a senior associate in the planning team. His work involves a wide range of planning and highway matters including advising on and drafting highways agreements and s106 agreements, supporting the wider team in providing strategic advice on planning applications for large-scale developments, and advising on related planning issues, including Biodiversity Net Gain, Listed Buildings and Common Land.
Supporting your ambitions
James acts for a broad range of clients, including developers, landowners and local authorities, on a variety of schemes such as working on the negotiations to secure permission for a 1,450 dwelling residential development; negotiating the section 106 agreement for the largescale expansion of a business and technology park and acting on the planning agreements to secure a number of mineral consents for the extraction of sand and gravel. He also supports clients on their property portfolio through negotiating highway agreements, advising on planning risks in property transactions, and providing advice on standalone planning issues.
James has a particular interest in Biodiversity Net Gain and Nutrient Neutrality acting for landowners on conservation covenants to establish habitat banks that secure ecological enhancements and create Biodiversity units and nutrient credits. He also acts for developers providing specialist advice on how Biodiversity Net Gain and Nutrient Neutrality impact their developments and negotiating agreements to secure enhancements / mitigation for their development, including purchase agreements for Biodiversity units and nutrient credits. James has provided training on Biodiversity Net Gain to clients and also participated in presentations and panels on these topics.

James enjoys sport and will often be found representing Mills & Reeve's cricket, netball and football teams (with varying degrees of success).
