Heat networks

At Mills & Reeve, our heat network lawyers join forces with our sector experts to deliver tailored legal advice to developers, universities, housing associations, NHS trusts, local councils, operators and general offtakers of heat networks.

Heat network operators and offtakers face complex regulatory, financing and commercial challenges.

Our dedicated heat network solicitors combine sector insight with energy law expertise to support every stage, from project development through to operation.

We offer practical, commercially focused advice on construction and connection agreements, tariff mechanisms and licensing, helping clients navigate regulatory approvals, manage risk and secure finance.

Our collaborative approach ensures streamlined negotiations, robust contracts and tailored solutions that protect your interests and advance your net zero goals.

Our experience

The Mills & Reeve team has significant heat network experience, gained from advising offtakers, developers and grant funding bodies. A particular focus is advising major, public sector offtakers whose participation is key to building the economic case and viability for new, low carbon networks. Highlights include:

  • We supported the University of Bradford on its connection to the new, Bradford Heat Network, currently in construction. Our team navigated complex connection agreements, secondary works and long-term heat supply arrangements and arrangements for the decommissioning gas boilers across 11 University of Bradford campus buildings.
  • We have also supported UEA on its biomass CHP system, tackling hot water off-taker provisions, and we steered Coventry University’s connection of multiple buildings to the Coventry Heatline network.
  • We are advising a wide range of clients on the new regulatory arrangements for the sector and have negotiated metering and billing outsourcing arrangements for a major real estate developer.
  • We are part of the British Property Forum’s Heat Network Group and advised DESNZ (formerly BEIS) on Heat Networks Investment Project templates.

Drawing on our deep expertise in planning, environmental permitting, construction and regulatory compliance, we help public bodies and private sector clients unlock funding, manage risk and deliver low carbon, net zero-aligned heat solutions. With proven success in academic, public health and commercial estates, our heat network team is ready to power your transition to sustainable heating and cooling solutions.

FAQ

Under the Heat Network Zoning framework, once a zone is designated, local planning authorities can require offtakers to connect to the designated heat network and demonstrate compliance through the planning and development process, unless you prove it’s not technically or financially viable.
