Governance

As ICSs are established as statutory bodies, it will be important to put in place robust governance arrangements and clearly articulate the ICS’s role in local decision-making structures. Having democratic oversight and transparency particularly in how systems, places and neighbourhoods will interact will be crucial.

  • Supporting the transition to statutory ICSs
    NHS England and NHS Improvement (NHSE/I) has published a flotilla of guidance documents designed to support Integrated Care System leadership teams establish integrated care boards by 1 April 2022. The interim guidance aims to provide as much clarity as possible to support ICS teams with managing the transition in time for the April deadline – this is, of course, subject to parliamentary scrutiny as the Health and Care Bill enters the Committee stage on 7 September.   • Appointment of ICS chairs and designate Integrated Care Board chairs fully underway
    NHS England’s announcement that 25 Integrated Care Board chairs have been appointed to the 42 Integrated Care Systems across the country is a key element in the roadmap of ICS transition to statutory status by April 2022.  ICS leaders will have responsibility for the future of the health and care system within their region.

  • ICS landscape: planning for the future
    With April 2021 marking the deadline by which all areas in England need to be part of an Integrated Care System or ICS, we look at how the ICS landscape is evolving to reflect the three important levels at which decisions are made: systems, places and neighbourhoods.

    Following the publication of the Department of Health and Social Care’s new White Paper on its legislative proposals for a Health and Care Bill last month, the Mills & Reeve health and care team have provided commentary on a number of the reform proposals from procurement and competition to digital and data, Integrated Care Systems and service reconfiguration.
