The Building Safety Regulator ('the Regulator') was introduced by the Building Safety Act. It is part of the Health and Safety Executive.
As from 1 April 2023 all existing occupied higher-risk buildings (ie those which are 18 metres or 7 storeys high and which have 2 or more residential units) must be registered with the Regulator. See my earlier blog on this. The deadline for registration is the end of September 2023.
From 1 October 2023 it is expected that the Regulator will become the building control body for higher-risk buildings. This will mean that developers will need to apply to the Regulator for approval before starting work on site. This is known as gateway two. It will also be necessary for these buildings to obtain a completion certificate from the Regulator before they can be registered and therefore occupied. This is known as gateway three.
