China introduce system similar to UKBA licence

At the end of 2011 the Ministry of Education of China (“MoE”) specified the award and verification of any certificate issued by a Sino-foreign educational cooperation project/institute.  The aim of the MoE is to prohibit enrolment of students above an approved quota by requiring pre-registration with the relevant department of the MoE. Any change of the approved major which was enrolled in will have to be notified to and approved by the relevant department of the MoE and unapproved enrolment in courses will effectively be ruled out by the requirement of pre-registration for courses via the MoE. UK universities involved in providing courses through such educational cooperation projects/institutes should bear this requirement in mind when advertising courses and factor it into the timetable for applications.
