Legislation passed in 2023 opened the door to greater flexibility for precision genetic technology. From November 2025, new rules will streamline the approval process (in England only) for precision bred plant varieties—those developed using advanced gene editing tools like CRISPR, but without introducing foreign DNA.
The new system promises a two-stage approval process: first, a marketing notice to Defra to confirm “precision bred” status, and then, if the plant is destined for food or feed, a separate authorisation from the Food Standards Agency. The aim? To balance innovation with transparency and safety.
Recent government consultation has shaped plans for a searchable Precision Bred Variety List and mandatory labelling of seeds and plant material. This is designed to boost supply chain confidence and consumer choice.
Defra is now working with industry to finalise the framework, with further updates expected as implementation approaches.
